mp3 exported files check as lower rate than exported

I export all files (vinyl rips) both as mp3 320 and flac. I started checking my exported files using a fairly well-respected bit-rate analyzer called Fakin' The Funk. Flac files check as correct (i.e. actual bit rate matches to what it was exported as). However, all the mp3 files consistently check as being much lower rates... 320 exports vary between 256 and lower, mostly 192, 160 and 128. My software is Sound Forge Audio Cleaning Lab 23.0.1.21 (DP3). Any ideas why this is? Btw, WAV files also check as correct.. it's just mp3's that look wrong. Thanks!

update note: if i export audio as WAV files and use a third-party converter (dBpoweramp in my case) which i set to 320 using LAME codec at CBR, the resulting mp3 files check as 320 when I check with Fakin' The Funk analyser. Makes me think something isn't right with the Soundforge mp3 export converter. Ideas? kind of a pain to have to do this... and a bummer that all my previous 320 mp3 rips appear to be be significantly less than optimal.
