We need more information to help diagnose the issue(s) you are having:
The specification of your computer system including Windows version and program version, see this topic for what is required and please quote processor and graphics card make/model in full, and also what monitor/screen resolution(s) you are working with if this is a laptop.
I would suggest you put this information in your profile signature so we do not have to keep asking for it.
Are you getting any error messages, if so then please quote them in full or provide screen shots.
Check the Windows Reliability monitor to see if there are any crashes for Movie Studio recorded, if so post a screen shot of the error message - see this short tutorial on how to use the Reliability monitor?
Are the graphics card/integrated GPU drivers up to date?
A screen shot of the Program settings, Device options tab would help.
As it is an HP laptop go the HP website and check for their latest drivers for that laptop first as they may be specific to that laptop. While you are there you may want to see if there are any other updates your laptop needs.
If there are no specific Intel graphics driver updates there for HP then check on the intel website. Do not rely on Windows update to get this right.

As @CubeAce has commented this is a graphics driver issue. If you cannot get the latest driver from HP - the latest version is 31.0.101.5186/31.0.101.5234 it is available direct from Intel here.
I updated the graphics with that Intel driver direct from Intel from your link. Now the program starts but stops with this error (two photos taken from my screen)
You can upload screenshots in a coment using the blue icon with an upward pointing arrow directly above the comment box (to the left of the blue smiley icon.
The first error message re sending the previous crash log file and no connection occurs when the program cannot access the Internet usually due to being blocked by the Antivirus firewall.
You can also cancel this message to allow the program to continue.
Did you do a full re-start of the laptop - Windows icon, Power icon, Restart, if not do so.
Check in Device Manager, that the Graphics driver version number is either 31.0.101.5186 or 31.0.101.5234, see example below - right click the Iris XE entry and select Properties, Driver tab.
Note this is for my Intel GPU which has a different gpu and driver.
First, there's no need at all to use an external image hosting site for this forum. Simply click the up-arrow in the blue circle at the top of the comment box and navigate to where you have saved your image(s). It/they will then be added to your post, automatically.
Second, it is very helpful if you learn how to take a screenshot without using a camera. Please do a Google search for methods of taking screenshots directly in Windows.
Finally, as you have been previously advised, OpenCL.dll is a component of your graphics software, so I fear your original problem may still be present. sorry! If you are certain that ALL graphics drivers and Windows itself are fully up-to-date this would suggest, unfortunately, that there may be a problem with your Windows installation. Do you know how to run a System File Check on your operating system? This Microsoft page gives instructions on how to do this.
Thank you both for that help, but this problem still occurs. I did update the graphics driver from the Intel link, and the driver version is now 31.0.101.5186. I do not know what version was there before, but the Intel program updated it to this version.
I followed the instructions on the Microsoft page, and it did correct several Windows files as I saw in the CBS.log file. I went through the process two times, and the second time, both utility programs found no errors.
But running 2024 Platinum I still get a halt just like before.
It appears that my old version, Magix Movie Edit Pro 2016 Plus, still works. At least it loads without error messages and halt.
Also, in the Troubleshooting / Crash log window, it pretends to send the crash log then reports "Unable to be sent", and it will not display the crash log.
Try turning off your firewall and any antivirus while you try to start the program. If it starts then you may have to add the program folders to the ignore scan list. Because of the programs DRM system where it tries to contact the Magix server to verify your copy of the program, this can be flagged as suspicious and blocked. You must have the computer connected to the internet for its first run.
Also you should have downloaded the latest driver from HP first and tried that as those drivers would have been tested by HP as working on their configuration of your system. If newer drivers are not available on their website then they either haven't been tested by HP yet or have found to be incompatible.
