Kernelbase.dll is a Windows System file, it is not, specifically, a Fastcut file. Hence, I think this points to a problem with something in your Windows installation. Although a somewhat complex procedure this Microsoft Support page offers various possible solutions to the problem.

As always in such cases, proceed with extreme caution. Perhaps create a System Restore point before attempting any repairs.
