Software tells me cannot connect to internet. I have disabled firewalls and AVG antivirus protection and still refuses access. I am connected for other uses. Any thoughts. I am stuck and tumpt.

Do you mean 16 Plus or 2016 Plus? If 2016 Plus please use the full name to avoid confusion with older versions..
What is your computer specification?
What is your Windows version and is it 32 or 64 bit?
If Windows 10 was this an upgrade from 7 or 8?
If yes to 4 was MEP installed before the upgrade?
If yes to 4,and 5 then you need to re-install MEP using this procedure
