I use multiple cameras which even when white balanced at the same time still see colors a bit differently. Is there a way to select a range of short clips and have them all match colors so clothes and skin colors don't change from shot to shot, similar to aligning audio tracks maybe?

Unfortunately there is no way to automatically match clip colours.
There are two posibilites:
1. Use Effects, Video effects, Color, White balance to see if you get any better colour balance.
2. Apply colour correction, Effects, Video Effects, Colour correction to the clips which you want to try to match to the others.

What do you use as a target for adjusting the white balance - is it a white object or a 18% grey test card?

Not sure what version of VPX you have but X6 has Vector scope and RGB parade displays that allow you to accurately adjust levels to the same point using the tools John described. Not automatic but would be very helpful and I wish they were available in MEP. I shoot a lot in Full Auto mode with my Panasonic SD900 and the unfortunate side effect is that the colour balance always shifts slightly to the most dominant colour in the frame.
Using the scene overview mode (instead of timeline mode) can be helpful for quickly spotting colour differences between clips. The overview can be zoomed to encompass as many or as few clips as you desire.

May be the problem comes you use two different brand name camera that means two different technologies to manage color as usual we use same brand camera and same technology level and same white target or gray on same lighting condition. May be you have no choice to check and adjust each clip from one camera to match your Panasonic. Also Panasonic in auto mode tend to boost color to obtain crystal color but white still pure white. My last shot in church compare to my friend the pastor has a bright pure white suit in my Panasonic and my friend with his camera has a gray color suit.

Not sure what you mean by "boost color to obtain crystal color" but in the case of my camera there is an overall colour shift from shot to shot including the white. But yes I think it is deliberate by Panasonic to make the "greens look greener, etc."

BTW Jim, I guess you are aware that you can select all the clips from one camera with Shift or Control click in the Timeline and apply the same colour correction (or any effect) to all at once.
