As you have probably figured out judging from your second post, that Video Deluxe 2013 was never certified to run even on Windows 10 but if you upgraded to Windows 10 from an earlier version rather than a clean install it probably kept working. Video Deluxe 2013 probably won't work on Win11. I hate to say never because one never knows, but it shouldn't.

It is possible that the .NET component of Windows has been turned off check that the .NET features are turned on as shown in the image below.

To add to @CubeAce comment, The oldest version of VDL (Movie Edit Pro) I can run on Windows 11 is 2015, with some loss of functionality ie hardware aceleration cannot be used if you do not have an Intel processor with integrated GPU.
If your PC has an AMD processor with a Nvidia or AMD graphics card the Program settings, Display options Video Mode may also be incorrectly set.
