I am not sure those LUTs are "secret", but, as @johnebaker wrote, since MEP does not support LUTs I am not sure how you think you will be able to use them in that software. Or are you attempting to use them as, essentially, "looks"?
However, it DOES appear that LUTS CAN be used in MEP! I set up a simple test: opened an .mvp project in MEP, navigated to where I know VPX stores its LUT files and dragged one onto the MEP timeline; it worked!
In your case, I think you can choose wherever you wish to store those LUTs and then create a link on the Import tab to be able to access them.
When you download them, they are in a zip file. Where do you put the zip file, and when you open it, where do you unzip them to? That is where they will be. I think that it is up to you to decide.
Indeed so, unlike VPX, where there is a dedicated installation location, accessible from within the program, for MEP it is up to the user to store wherever he/she wishes. Then, as I said before, a link to that location can be created on the Import tab.
A well kept secret - that is one of 2 places place where LUTs are mentioned for Movie Edit Pro (MEP), the other is in the version history of MEP here (August 19 2019).
There is no mention of MEP supporting LUTS in the manual or help, however after experimenting with LUTS - .cube files from Video Pro X (VPX) it does support them. 😱
Assuming you have .cube files, depending on how they are structured in the Zip file ie are they in folders already - see image below - they need to go into
C:\Users\Public\Documents\MAGIX\Common\Videocontent\Movie Edit Pro Premium\VideoEffects\
If they are just cube file with no folders then create the folders as shown in the image below and put the cubes in the appropriate ones.
However, in VPX, at least, Properties of a video clip, Video, beside Camera lookup table, the drop down goes to the default indicated above, but you can open the explorer with the folder button and go elsewhere. I have a bunch that I keep in a folder that I created under:
B:\Documents\MAGIX\Video Pro X\LUTs
This works fine.

Thank you all for your direction. MEPP did not have the LUTPresets folder in the directory so I added them as John showed. C:\Users\Public\Documents\MAGIX\Common\Videocontent\Movie Edit Pro Premium\VideoEffects\LUTPresets . ( To make this easier I went through the "Import" tab found my folder and created a link to the LUTs),
While on the topic, what is the advantage of purchasing LUTs like these vs getting and using Pixelan FilmTouch 2.0 Pro. For 49$ US you can get a huge quantity of LUT like presets that can be completely modified in MEP/VPX. LUTs are a one-shot and you don't know what was actually done.
Found out that if you store LUTs in MEPP's file structure that they will play demo of what it does using existing video clip. That way you can see the affect before applying it.
One of the advantages of LUTs is supposed to be that they use far less computing power than applying the individual effects together like Contrast + Colour correction, etc. What are the "Pixelan Looks" like in this respect?
One thing I don't like about Luts though is tha, not knowing what effect they have changed and by how much to get the look, it is not not easy to tweak them further.
Here is a video on FilmTouch 2.0 Pro that I did a few years ago as a preliminary tutorial but never got around to upgrading it, so I just decided to publish it as is.
I don't know how much computing power is required, never looked at it. I just know that I would go here first before looking at LUTs. FilmTouch has vignetting capability.
