Losing quality and frame rate

Hello! I'm using Movie Edit Pro 2013 Premium on Windows 7 64bit.

I'm importing .MTS files and exporting as MPEG4  H264, 24 framerate.  Not sure what other information you might need.

In my exported video, the framerate will drop significantly for about 8-10 seconds. This happens 4 or 5 times in a 5-minute video.  I've tried a bunch of different export settings but it always happens, and its usually in the same spot.  Also, my original video is in HD but the quality is far from HD when I export. But it is all set to HD (that I can tell) for export.

Not sure if I have the session set up wrong, or the imported file type is crappy or what. I'm at a total loss.

What is the source of the mts video files?

Framerate should not drop unless the video was shot at a variable framerate (some mobile phones do this).

I would hazard a gueass that the parts where this occurs have very little movement in them - if this is so then the problem is more likely to be compression and this may be in the source material.

Can you upload a short clip (if it is nothing private or confidential) to somewehere like Dropbox,  that shows this problem for us to have a look at?

What export settings have you tried?
