I definitly think Audio Cleaning Lab.

There are some build-in audio features in all Video products (Movie Edit Pro), but for advanced editing Movie Edit Pro is using an included ad-on called Music Editor. The Music Editor is a small version of Audio Cleaning Lab.

Ungroup the audio file in your video editor and export it as wave. In Cleaning Lab you should normalize the file and try out which of the sound improving effects works best for you - in the end maybe you could use the multicompressor (mastering section), export the file as Wav. Import back in the video editor and exchange it with the onl sound file...this should work.
