I'm trying to figure out if I can buy a license without buying the soundpool again. The $14 soundpool goes up to $24 when I select the commercial use version, but am I able to just pay the $10, so I'm not doubling up on the same soundpool?

I am not aware of any method by which a non-commercial licence for a Soundpool can be upgraded to a commercial licence, simply by paying the difference in the purchase price.
But, as a user to user forum, no-one here is a Magix employee so you would need to contact Magix, via the Support button in the header of any forum page, to ask for a definitive answer to your question.
