I read this as 8 instruments of your choice, but, I don't get anything with a download icon.

Watch my tutorial on Getting Started in MMM:

New stuff, like instruments, show up at the bottom of the relevant screen in the Media pool indicating that you have coupons to use, and how many. Use them wisely, as if you select an instrument for purchase, a coupon will be used up and cannot be undone.

Thank you for directing me to the video. I THOUGHT that was what suppose to happen, but I am getting no new instruments. I have to pay for them all. Is this a bug? Or did I just pay for an update that has no new features?

You have to choose them. You can choose a amount of instruments, soundpools, functions and presets for free.
Also if you have a older version (MX-2017) you can also unlock those instruments, functions, soundpools and presets if you enter the serial number in the activate edition window.

I understand the concept. I had previous versions. I'm just not getting the "coupons" for the instruments. They are all still priced at 29.99. If I try to get them they are charging my credit card.

Or, the price is still there, but when you go to purchase one, the coupon will automatically be applied and the price will change to 0. Then accept.

When I previously upgraded to the 2017 edition, I was sent an email with 8 coupon codes in it that I could use for my instruments. Maybe check any emails you've received.

Additionally, just upgrading to the newer version doesn't get you new, free content. I purchased the 2017 update and will have free upgrades forever (I hope anyway). But you will notice that with the upgrade, when they release a new edition, you can also pay a discounted amount for the update and THAT will get you the free content. So when I upgraded from 2017 to 2019 (the free lifetime upgrade), I got nothing. However, if I had paid the $70ish dollars for the upgrade, THEN I would've qualified for the free content.
