I have Music Maker 2015. I have loaded a video and would like to insert some audio clips at specific times in the video. Is there any way to jump to a specific time?

Use the transport control slider shown below for rapid timeline movement, then drag the timeline cursor to the exact position and insert the audio.
You can also set jump points to be able jump quickly to a specific point in the project by moving the timeline cursor as above and then set the jump point using Shift + 1, Shift + 2 etc - you can have up to 10 jump points.
