Is there any way of getting tech support to work outside putting the serial #?

The serial number is needed to activate the program.

If you have to talk to support, you have to purchase a support voucher.

If you need to get your serial number and you have regisitered then you can go to the support site, login and use the live chat application they have to let them look it up and help you. They cannot give support on live chat though, so make sure you are just asking a simple service question.
