I am trying to add more picture-in-picture in my project, however it's saying there are no tracks available. Even if I go back and remove one of the picture-in-picture elsewhere. How do I adjust the tracks or what is it that I am doing wrong? I am using Fotostory Deluxe.

Photostory is limited to 8 tracks.
If you want more tracks then you will have to move up to a more sophisticated program eg Movie Edit Pro Plus or Premium which can have up to 200 tracks - the Basic version has 32 tracks however limited functions/effects/transitions etc.
