You could try finding the exe file and right clicking it and try to run in compatibility mode. Try 16 bit colour if you get that selection available but I'm not even sure it will go as far back as Vista. The program is quite old and not really built to run on Windows 10 or 11. It was meant for Windows 2000 / XP / Vista and may not function correctly or at all on Window 11even if you get it to install. It might run, and worth trying. If any other forum member has managed to get it to run on Windows 11 I'm sure they will let you know here.
Movie Edit Pro 12 released in 2006 is not compatible with Windows 11 and, as you have found will not install - the error message is telling you the program needs an earlier version of Windows.
This is due to the differences between the Windows 2000 / XP / Vista and Windows 11 installers and the operating system itself which has changed significantly since 2006.
Assuming you are trying to install on a new or fairly modern computer, the only solution is to upgrade to a version that will run on Windows 11, eg the current Movie Studio 2023 - Movie Edit Pro was rebranded a year ago.
However you will find that the new version is significantly different to MEP 12 and I would suggest you download the trial version and test on your computer before buying.
Do note the newer version may not be able to open old projects due to changes in the project file format, and the internal arrangement of effects etc in the program.
To avoid potential settings issues, if you decide to upgrade, what is your computer specification, see this topic for what is required and please quote processor and graphics card make/model in full, and also what monitor/screen resolution(s) your are working with if this is a laptop.
