Instrument libary not active

I had to do system recovery on computer. so redownload it but now it says my Instrument not active. Does that mean I have to buy them now or do I redownload?

I fixed it. I use Steam clint to run the software MAGIX Music maker 2014 Premium got it just did Verify integrity of Application cache in properties then Local files. I'm start just use Steams forums insted of here. more oh less both?
