I upgraded from MS 2022 to MS 2023, but content has gone backwards ?

I recently upgraded from MS 2022 Platinum to MS 2023 Platinum, I fully uninstalled 2022 and did a clean install of MS 2023. However, the included 'extra content' seems to have gone backwards. In MS 2022, the content version was Version 21.0.0.0, the "new" content on MS 2023 is version 19.0.0.0 except Design Elements 1 which is 20.0.0.0 .. how does my program version get upgraded but my content versions go backward ? Weird ..

@Mark-Hall

Hi

. . . .  I fully uninstalled 2022 and did a clean install of MS 2023 . . . .

This was not necessary - MMS 2023 would replace 2022 and keep all the installed Extra Content that did not need updating.

. . . .  the content version was Version 21.0.0.0, the "new" content on MS 2023 is version 19.0.0.0 . . . .

The program version was 21.x.x.xxx, the Extra content was, and still is, 19.x.x.x.x except for the Design Elements 1 which has been updated.
