We need a lot more information:-

What is the spec for your computer? In particular processor type, speed and number of cores, RAM, HDD size, graphics card, if you are using external hard drives, Windows version and whether 32 or 64 bit.

Which Flip video camera is it and what is the video format?

You can also search the forum for 'choppy playback' you will find many topics on this with helpful solutions.
