I create tracks, but when I save file, the whole record is one file

I record a record, create and label tracks, but when I save the file there are no tracks, just one long song.

Please be more specific for what wish to achieve. Are you referring to 'tracks' for an audio CD project, or individual 'tracks' for multi-track recording/mixing.
i.e; separate tracks for vocals, guitar, bass, kick drum, snare, ect, ect.
What do you mean by labeling tracks? Regions, Markers, file name?

Also specify which version of Sound Forge you use.
