I think this occurs when the program is trying to access memory that is needed by Windows for other processes.

Do you have a good size pagefile set up for Windows. I use Vista 32 Ultimate with 4GB of Ram and a Windows Managed pagefile of 7.5GB setup. MEP2013 and Windows use up to 3.5GB of that pagefile with about 2.5GB of RAM usage showing when rendering an AVCHD project.

MEP2013 has better memory management than earlier versions which usually crashed if you had a large number of movie clips or High Res photos in the timeline.

Also I would think about increasing your RAM to 4GB ie the Maximum that can be accessed in a 32Bit version of Windows.
