In the 'File' >> 'Export movie' window there are presets for size and qulity and also an 'Advanced' button which leads to further options depending on the file type chosen eg .avi, .mpg etc..

What settings have you been using? One I'd definitly recomend for mpeg is to set the 'Video encoder quality' slider to 15. I'm not sure exactly what parameters are changed but the result is always better than the usual default setting of 10. Higher bitrate improves quality as well but then the file size is bigger.
