how to fix blurred shadows and shapes of people shot in low light video clips

I am trying to enhance a video clip shot inside the living area of a house. There is a light to the left on in the bedroom casting some light so to the naked eye the area being filmed can be seen, with MOVIE EDIT PRO EDIT PLUS i can adjust some green (nightvision) type light revealing two people and see their blurry tatttoos but I would like to sharpen vision as well as make the movements clean and stop jerking and jumping as if they are missing every second movement. I am using MOVIE EDIT PRO PLUS with WINDOWS 7 can anybody please help as this is really important to me.

I think this would also have a bearing on the video itself, format, size, resolution.

Some things are not really possible because they exceed the limitations of the format. You can adjust the lighting  using the Gamma, Brightness, Contrast, but you may have tried that already. Unfortunately, to make something un-blurry may not be possible if the recording was done in a low resolution. 

If there are dropped frames from the recording, you would have to manually cut out any missing frames... it is hard for me to know for sure without having the footage so I can zoom in and see if there are missing frames. But, if there are, you can cut them out, and piece together the video again... still there might be some anomalies if there are a stagnate amount of dropped frames.

What version of Movie Edit Pro Plus are you using?

To add to John's  post - the blurrring and jumping is most likely due to the camera dropping the shutter speed down to a very slow speed because of insufficient light. One light - probably it was 40-60W or equivalent,  in a shade is not sufficient in a room.

To the eye there may have been enough light because the human eye can cope with a  very wide range of light levels which far exceeds that of a video camera.

The situation you find yourself in is not uncommon and once the video is shot without enough light, as yours sounds to be, there is no getting back what you have lost. 

Unfortunately no amount of editting in this case will recover the detail that has been lost or gain significant improvements  and you will also introduce more problems such as noise in to the video.
