How to fade in an artistic filter effect?

I want to apply artistic colour effects (for example: colour substition) to sections of video and have them fade in rather than simply (POP!) appear. but I can't see any way to fade or transition to the desired effect without also disturbing the audio timeline. I do not want to cross-fade sections of video. I want the Artistic filter effect setting I select to transition/ fade into effect on the section of video...and then either fade out or transition to the next selected settings. As it is now, I can do a series of jumps between various artistic filter colour settings, but this is visually jarring. I want the transition to be smooth. Is this possible? 

There is an "Effects fades" portion of the effects list, but it seems to be empty.

Though many of the color effects can be animated using key frame animation, unfortunately color substitution is not one of them. I'd suspect this is because the slider provided is not a true value setter -- it picks single lines of color pixels from a file called 'Palette.BMP' and maps them to the overall brightness of the image.
