how to enhance a bitrate of mp3 file?

Is it possible to enhance an mp3 file (for example 128) into richer bitrate (320).I don't mean just only change the format but retrieve cut frequencies (something similar to Philip's fullsound technology). Can any Magix software (Music Maker 2014 or Audio Cleaning Lab 2013) do this?

Sure, you can export the file from MMM at a higher bitrate. But, that alone will do nothing to improve the sound. It will not "add back in" what is not there in the first place. You can enhance (somewhat) what is there using the EQ and Mastering Suite.
