Is there a way to Batch Convert by Chapter Marker?
Batch Convert based upon the number of objects isn't helpful if there are edits within a given cut and I don't want to have sit here for an hour and manually cue the appropriate number of cuts for export.

Do you mean Batch Conversion - in which case no - it is in the manual what batch conversion can do.
If you mean export a movie as a series of video files based on the chapter markers - again no, export only works for the selected range or the entire movie.
You will have to export using a range.
