This might be a tough one depending on what you have. Are you using a PC sound card?

Many audio interfaces (which I HIGHLY recommend) have a headphone level control for monitoring - as do many mixer boards.
If you're stuck with a sound card you may not be able to do this... unless you have more than one output ie: line-out and headphone-out. Then you can use Windows volume control to change the volume of just the headphones.

You can also get a headphone amp but again if you're using a sound card this might be a problem. PC sound cards are wired differently than audio equipment and getting adapter cables can sometimes introduce problems. If all works well then you can place the headphone amp on the line-out of your sound card and place monitors at one output and headphones at another. Then you can control the volumes independently.
