Hello,

I assume you just want the oil painting effect on a specific part of the photograph and not the entire photo.  If that is correct, the easiest way is to use the magic wand to select the part of the photo you want to change, then click on the button labeled 'FX" near the bottom left of the screen, choose the look that you want from the pictures you see on the bottom of your screen and if you like the way the effect looks, click "apply".
