More information is needed - which format are you trying to export as 720p?

What settings are you changing (if any) to the video and audio codecs?

As John has said - more info needed.

It sounds like you are trying to burn a standard DVD which will always be 480p unless you go through the AVCHD to DVD disc burn option.
