That's pretty basic stuff! The manual (and Help) cover it pretty well. For example:

If several clips are adjacent on the timeline then they can be either butted directly up against each other, faded through black, or mutually faded. And many other types of transition. Or have I misunderstood what you mean by 'splice'?

A small addition to Terry's answer...

If you need to have a new, single, video rather than the several clips you want to join you would next go to the 'File' menu and chose one of the 'Export' options to produce a new video file. Note your original clips remain unchanged as MEP is a 'non-destructive' editor. There are lots of choices depending on what you are going to do with your finished project eg high resolution for a blue-ray DVD or a lower resolution for uploading to a mobile phone.
