I've no ides how you got to have borders on both top and sides! Usually, if you convert 4:3 to 16:9, you get black bars at the sides only, to fill in the missing space. In contrast, going from 16:9 to 4:3 puts the bars at top and bottom, the 'letterbox effect'. AFIK the only way you can avoid any black bars is to crop your 4:3 to the new aspect ratio by cutting some off the top, or bottom, or both. Stretching will give you distorted images.

 

To crop, depending on your program version, is usually 'Effects' tab >> 'Movement effects' >> 'Section/Zoom'. Make sure that you pick something other than 'Keep proportions'. If your project setting, [E] key shortcut, is 16:9 you can use 'Like file (for movement)' which allows keyframe animation. Then you can use different parts of your original 4:3 as the the film progresses following the most important parts of your original.
