How do I export videos so that it will show up as 1080p in YouTube?

I keep trying to export my video in different formats to Youtube, but I can only get it to show up at 360p or 480p. Is there a way to get it to be the full 1080 HD that my camera can produce? I've used other editors and it has worked, but for some reason MAGIX Photostory is making the quality go down.

Typing YouTube into the Search box on the right delivers many relevant hits, most of which include this link to YouTube's recommended file settings:

If you've followed the instructions on that page I can't think of a reason for your problem.

Are you uploading directly from your account on the YT site (recommended) rather than using File > Internet > YouTube/Vimeo/Facebook (which I've sometimes had problems with)?

I use MEP (currently version 2014), not Photo Story, but the export settings should be the same. I've had satisfactory results in uploading 1080p MP4s to YT. Here are a few relevant settings of mine taken from my files which you can try:
