Yes. Right-click on the object (assuming that it is a photo) and from the menu select Change photo length.
Click on a transition which will highlight the righthand object, click on the x type icon in the transition and look at the bottom of the menu for Set transition length at the bottom of the menu.
Fades are a bit more difficult, but only a bit. Create a short fade by dragging the fade handle to the right. Select the object with the fade in that you want to set. From the top menu, Window, Object trimmer, or shortcut Shift+N opens the Object trimmer. You will see a number under Fading in, in the middle part of the screen. This is the number of fade-in frames. Change this using the arrows and watch the fade handle on the object move at the same time. This is how to accurately determine a fade in or fade out. I have not found any other way.
