Fast answers need a more detailed description or a screenshot.

Do you mean objects in the arranger can not be moved to lower tracks? Or that the arranger window is occupying the whole screen and you can not see the preview?

Please do not type in capitals - this is bad etiquette and is considered as shouting or demanding, while we appreciate that there are times when software or problems can be frustrating, it can put other members off answering your question.

A best guess, from what you have said, would be to press f9 to reset the panes to their default positions.
