This used to be possible in earlier versions of the cleaning lab. I am using the same tape deck and was able to compensate for the right channel being 3dB lower as there were individual level settings.
How about telling us WHICH VERSION of ACL we are supposed to be discussing here?
In the screen shots of the interface for ACL 2013, there appears to be a BALANCE control slider just to the right of the transport controls.

Unless there is some wonderful feature in your newer ACL that you can't live without....just go back to using your older ACL.....Or, record in your older version, save as a file, open your newer version and tweek away
I don't really understand the problem here. You can just split the stereo track (assuming it is stereo) into 2 mono tracks and deal with each split track however you want. Edit each track however you want, then group them back as a stereo track. Yes you can pan tracks, etc but you need each track (L and R) to be as good as they can be. If you are doing surround then you have even more audio tracks to deal with. It actually makes no difference which version of ACL you have, what you really need to do is foucs more on mixing and mastering your audio tracks.
ACL is a product that is really focused on noise reduction and audio enhancement with many limitations. Yes is is simple to use, has a lot of filters for correction, and some very good basic audio mixing and mastering ability. But audio is dynamic, so you cannot take a whole audio track and apply any one filter, eq, or mastering. You need to look at each audio segment and apply your adjustments to each one. I could go on for hours on this topic, but suffice it to say that there is NO Program ON the Market that can take and analyze a audio track and tell you what to do with the entire track.
