I have purchased the HEVC Codec Upgrade to convert my videos into high quality and with less size. After the video conversion Entire video is not coming with quality. For example, if the first 1minute exported video is good, after one minute for 30Seconds the video is in blur mode. it is repeating with time intervels. Please help me in this regard.

Hello and welcome to the user to user forums.
While the use of HEVC can be used to reduce a file's size it can neither improve the resolution of a given file and if used with insufficient bit rates or resolution when set up can in fact degrade the resulting output of the render.
Any time you edit a file, the resulting copy will never have exactly the same quality as the original if the codec used is 'lossy' of which HEVC is. Supplied with a high enough bit rate, the file can become close to the original but never exceed it. Mixing file types in the project of varying quality and file types may not help as would using clips taken at varying light levels where noise and shadow areas will not be rendered as well. Adding effects can also cause problems such as adjusting brightness and contrast to compensate for poorly taken footage.
To get to the bottom of your problem we would need to know a lot more about your project.
Files sizes and types of codec used for each of the affected video clips would be a good starting place.

In addition to @CubeAce comment - which HEVC export setting are you using and are you changing any of the settings?
What device are you playing the exported video?
What is the specification of your computer - see this topic for more details of what is required, also include the Movie Edit Pro full name and version number

Is that that 1080 x 720 or 1920 x 1080?
Are you using the YouTube Preset or using the 'Export As' option? You should use the 'Export As' option as the YouTube preset option does not do a very good quality encode.
Is your processor the Intel Core i5-5300U? If so it may be struggling only having two cores. HEVC is very processor intensive as Movie Edit Pro 2021 can not use your GPUs.
Last but not least can you supply the data from a free program called MediaInfo to look at both a video file that looks OK and one that does not using the text view output and copying and pasting the results please? I am expecting to see variations in the recordings.
Last but not least, For YouTube where the video will be re-encoded again, I find it normally better to encode using the MP4 option.

@Rudolf-Stocker It seems to me that the blur after 1 minute should only occur if the clips change then. In my limited experience with HEVC, while it takes a long time to render, the quality is consistent throughout.
Does the quality of the clips you are using change with each clip? For example, do your have a sharp-looking clip followed by a blurry-looking clip at the 1 minute mark?
Also, unless you have a bandwith/data limitation, you would be better off using MPEG-4 to upload to Youtube. The file size will be probably double the HEVC size for the same quality, but the rendering speed will be much, much faster.
Ray, 1080x720 isn't an HD resolution (720P is 1280x720). If it's "1080", it is most probably 1920x1080.
