Could you provide a little more detail about your system and what level of restore you had to do.  RAM, Cpu, Hard disc free space and windows os version would be a good start for system information.  Also did you do a full blown restore including the operating system from a backup (ie restore os and all apps and data) or did you do a simple "system restore" from a previous restore point.  Also, what did you use to do the "bug clean".  That term really does not mean anything.  Were you trying to recover from a virus, a tojan, spyware, adware, a hijacked browser, a email address book hijack or some other sort of malware.  Have you recently "cleaned or defragmented" your registry, your hard drive? If so what product or products did you use, and do those products provide the ability to recover from whatever system changes they made?

How did you "uninstall" MEP did you use the windows "uninstall" utility, did you just delete the application, or did you use something that is more sophisticated such as Revo Uninsaller, Slim Comp, etc?

The answer to these questions is very important as to why your application will not complete the startup process.
