We need more information to help you. For instance, the file extension and file's attributes. If possible, post the file on a cloud drive so we my access it. You should also state which version of Sound Forge you have and the build number. Also, Read the 'Sticky' at the head for the main Sound Forge forum page.
Does the file open in Sound Forge and can you see a waveform on the timeline. In this case, it can be helpful identifying which codec may have been used encoding the file. You can get this detailed information using MediaInfo. Copy the text in the 'tree view' and post it here.
If you have Sound Forge Pro, try changing the file's extension to <.raw> and see if it opens and plays back in Sound Forge.
