The Fade in date as title option refers to an embedded time code if available in video or the Modified timestamp on the image/video.
If you want the current date use the Templates, Title, Timecode Basic, Date option.

but Fade in date as title has a time also, with this video i just made to post in the comment above it is correct, time, date, everything
But with a video straight from my phone from last July, unaltered or edited, it gets the date wrong, the hr is 1hr out making the time 11pm the day before & so the wrong date
It could be down to my Huawei p30 phone which is absolute rubbish & i can't wait for an upgrade.😠

😂🙃 I went through some old mp4s from my phone, a lot but not all were an hr out, i just made a brief vid of my screens & everything is correct 😆
It is the Date Modified which is picked up by MEP if there is no timecode in the video.
However there is a gotcha - the Date Created is when the file is first opened, however this may not necessarily be the date/time MEP displays eg
If you record a video clip exactly 5:00 mins long, starting at 03/03/2021 13:00 then MEP will display the time as 03/03/2021 13:05 ie the time the file was closed (last modified).
However if you overwrite the file eg when exporting the created date will/time will remain the same, the file already exists, however the Date Modified will change to the date/time the file was closed.
Of course if you record over midnight the two timestamps will also have different dates as in your comment.

As for the 1 hour difference your mobile runs on UTC time and compensates for daylight saving time (BST) which, in June, was +1hr to display the time on the phone, however it used UTC time for creating files. If it put the time zone information into the video file header than this should be picked up and the date/time stamps shown adjusted accordingly.
I had a similar issue with one of my 2 video cameras - I kept it on UK time however moving to 5 different time zones played havoc the the date/times, the other I kept on local time fortunately.

@johnebaker Thanks, I have a Gopro headcam that i film some bits of my work, then i film other bits with my mobile, when it comes to editing i sometimes have 30+ clips, although i set the folder Sort by to Date/Date created/Media created.. the clips were all jumbled up whatever i set it at 😖, the Gopro i had to set the time 1hr out to deal with British summertime, the Huawei phone has a 1000 settings but none of them are any use, The Huawei now only records sound on the left channel, the Gopro with added mike records only on the right channel 😆 oh & the camera on the phone flickers in fluorescent lighting
The little clip of my screens i did last night still shows the same 03/03/2021 20:56:04 when i just did Fade in date, maybe my phone has had an update since last yr but i'm still getting rid of it asap, 😁
