Short answer: Yes!

More specifically, you need to open the .vob file on the timeline and choose the File>Export Movie>Audio as..  I would always export as wav rather than mp3 but it all depends on what you want to do with the audio file.

The only possible problem that might occur is if the .vob file is in some way "copy-protected" you might not be able to open it on the MEP timeline.
