I assume this is a re-installation and mean you cannot remember the old email address you used to register the software, if so then you need to contact sales at Magix - use the Contact us link at the bottom of any forum page.

Why does the ownership transfer process take more than 48 hours?
I bought the Vegas program with a perpetual license, the seller 48 hours ago deactivated the program number on his Magix account, so far I cannot activate the program.
I have the original program and license number at home.
My Magix account has my email and phone number.
It's simple things, we are now in the 21st century

That is not enough. The license is still bound to the prevoius owners account. The seller must contact infoservice@magix.net to delete the license from the account. It's also possible that the seller did this and you just need to wait a little bit longer. Magix support doesn't work on Saturday and Sunday.
So by hand;) It was Friday. The seller deactivated the program and sent an e-mail. I had other plans for the weekend, now I'm going to the bees :) Thank you for your response
