The color preferences section allows you set a custom color for a variety of graphics within the Sound Forge interface.

Choose a screen element from the Color preference for drop-down list.

Set the color of the selected item:

Drag the Hue slider to change the color of the selected item.

Drag the Saturation and Brightness sliders to adjust the intensity of the selected color.

When adjusting the display color for channel waveforms, the Saturation and Brightness sliders are not available. To adjust saturation and brightness for all channels, choose Wave: All Channels from the Color preference for drop-down list and then adjust the controls.

Click the Default button to restore a custom color to the default setting.

Click the OK button.

Thanks @PATIENT-X, I am well aware of the display color parameters. I am looking for a specific color preference menu item that would adjust the envelope point color. On SF-15 and 16, the dark-gray points blend into a dark timeline background making them difficult to see. On SFP-14 (and prior versions) the points were the same color as the envelope line. I am not sure if it is a setting or a default that cannot be changed.

Thanks guys for looking into this. I have found the cause so we can consider this resolved.
A low color 'Saturation' parameter on the 'Volume envelope' (white for instance) causes the behavior. When the envelope has some RBG color, the envelope points are the same color as the envelope, which is what I was looking for.
The 'Graphic Fade' command window, uses the color settings of the volume envelope.
