Now I'm not the sharpest tool in the shed but... I can't see any effect when I try to sharpen with the slider set all the way over to Edge. As I slide towards all, the edges start to sharpen (with everything else).
MEP 2021 exhibits the same (non) behaviour.
Am I missing something?

Here is what the manual says:
Apply to: This allows you to set just how much the sharpness or blur should be applied to surfaces or edges. This enables you to effectively reduce ongoing image distortions (noise).
If you leave it at 0, it applies the sharpens to surfaces and edges. This can create a lot of noise. At 100, it reduces the effect on the surfaces and just applies to what it determines are edges, thus reducing the overall noise. In other words, it reduces the effect. It looks to me that increasing to Edges 100 removes the effect. I guess it's just a fine-tuning slider, but I would have thought that adjusting the Sharpness would do the same thing.
Here are a couple of images (zoomed way in) sharpened to 100 and showing the Applies to All (0) on the left, and Edges on the right:

This last one looks identical to the original, as far as I can tell, with no sharpness effect.
Well, the Sharpness tool is not the sharpest tool in my shed. 😁
I have Pixelan Smart Sharpen Pro. Here is one close to the extreme end of the sharpness scale. This is a split screen in a couple of bands showing with and without the effect.
Here is what is in the Pixelan manual:
Adjust the main plugin controls. Choose a section preset at right for common settings.
Size. Sets the effect's strength. To create extreme looks, manually enter a value greater than 100.
Smartness. Increase to preserve the main edges within the image.
Details. Increase to preserve more details.
Highlights. Increase to preserve the brightest areas.
Edges. Increase to preserve sharpness of edges (in Smart Sharpen Pro, to slightly return edges back to the source look.)
Smart Sharpness Pro goes far beyond the Magix sharpness effect and has masking capability. UI with split screen:

Nope, I can replicate this in MMS 2023 and 2024.
Works fine in MEP 2016 and VPX 15 (odd!).

I'm lost here. In order for Applies to to do something, Sharpness has to be set, does it not?
I don't see any difference between MMS2024 and VPX15 using my example.
The only thing is that with Sharpness at 100, when the Applies to slider gets to about 25 (starting at 0), nothing more happens. Is this what you mean?

Yes. Even with Sharpen on 100, when you slide to "Edge", the edges aren't sharpened. The edges are only sharpened as you slide towards "All".

Do you have an example of an "edge" that gets sharpened that you can show us?
How are all and edge determined?
From what Pixelan writes, it looks to me like going toward Edge removes noise created by the sharpen effect, not necessarily sharpening an edge.
All I can figure out is what I showed you. I was looking to see if the writing on the firepit cover would be sharpened so that I could read it, but the resolution isn't high enough.

This is what Al and I are seeing - look closely at the edges/joints of the bricks and the clock, when the All-Edges slider is at 100 there is no sharpening, as you can see there is no change when I turn off the effect at the end

Jeff, not sure what you've hidden, but my last post thanked Ray for his reply, which I haven't posted before. I think I also said I'd contact Magix about it, which is also not a duplication.
I wonder if the system created duplicate posts, then when you deleted the second, the first was also removed because they were bug-linked?
I am seeing what you are seeing in MEP 2022 and VPX 14.
