DVD burning

When I try and burn to a DVD I get the error message "unfortunately, the function DVD is not available due to licensing conditions". What is the reason/solution for this?

The message means the mpeg-2 encoder is not installed on the computer - are you testing the trial version or is this the full program, activated and the additional content under Help, Free download downloaded and installed?
