Patches are usually offered to fix bugs or other problems in software. A patch is usually made available as soon as a particular probem is solved rather than waiting for a new version or update to be available. Software updates usually take care of a number of different problems and require a longer testing and validation process than a patch.
By the way do you know anyone who has access to a high speed internet connection so that you could use their connection to download the software that you need?

Don't worry, I just installed the latest patch and you only have to close MEP before you run it. No de-install and re-install. I looked at what this patch takes care of but it makes no mention of solving the problem you are having. However, it can't hurt to install it anyway.

Here are the list of problems this patch is supposed to deal with there is one thing near the end that talks about title handling but it seems relatively minor. So far the only thing I notice is that now my travel route animation works properly again. The thing with patches is that their purpose is to improve how the software operates, not provide new features.
