Do I need a different activation code for every mp4 i want to use?

Whenever I try to use an mp4 the program says I need an activation code.

My program is MAGIX Movie Edit Pro 17

If you don't have the Plus version then I believe you need to to make a one time purchase of the codec. If you do have the plus version the codec was included in the extra price for Plus. You may need to go to then menu at the top and select one of the options to activate it. Forget if it's in the Online menu or Help.
