Assuming you mean Compact Cassette, and you have a good quality player that has a line out then Video Saver could, however the audio would be embedded in a video file which you would then have to split out.

If you have a Magix audio program such as Sound Forge Audio Studio, Audio Cleaning lab, Music Maker - you could try the free version if not, try them and see if the USB dongle audio drivers are recognised and usable

Other audio programs that can record, and recognise the audio drivers of the dongle, may work.

Do note that you may have a lot of restoration work to do on the imported file(s) as Compact Cassettes deteriorate as they age, generally losing the high frequencies first, depending on their age and how they have been stored.
