De-register a serial in order to transfer it to a new user

Can you De-register a serial for AUDIO PLUGIN UNION - coreFX VolumeFormer in order to transfer it to a new user? If it’s possible, how is it done? What would that cost?

@Laodecoin Customer service at infoservice@magix.net can do this. I don't think that it will cost fee. It did cost a small fee some years ago, but I think this changed.
