The resize and stretch are easy using 'Effects' >> 'Size/Position' as shown below. I didn't have any anamorphic clips to use so I chose a familiar circle to demonstrate the stretch.

I've used values in % as it was easier. Note the 'Keep proportions' box is un-ticked. 

 

For the wide screen effect you can place a simple black and white mask (created in any drawing program) in front of your clip (lower, higher number, track) and apply 'Effect' >> "video effects' >> Chroma key' >> 'Alpha':

The threshold sliders might need to be the other way round if you have a white curved screen on a black background. I've chosen 'Alpha' rather than the white or black box effects as they sometime leave an edge artifact. My image has had X-pos, Y-pos and height adjusted as well because the mask I drew didn't have the correct proportions.
