is it possible tu use a/c/ lab 16 on my home pc and on my laptop using the same serial number

Not the same one. You have a license to use the software on only one computer at a time.

If you want to use the program on two different computers you need to purchase two separate seats of the program. In other words....you have to buy two of them.
