You can select all events, right click and select Pitchshift and then adjust by semitones up/down. Unsure if you can adjust by cents doing it this method.

Another option would be to use a 3rd party plugin. The Waves "Sound Shifter Pitch" plugin may be a good choice for what you described. In that plugin, you can then just enter in your "Source" frequency (ie 440) and type in the Destination frequency (444). There's likely other Pitch shifting plugins as well that will do the same. The built-in Magix Pitch Shift allows adjustments by semitones, cents and a check box to preserve duration.
